Fuel gauge question

Hi everyone.  I'm working on a friends 2007 Wakesetter 23 XTI and I'm troubleshooting the fuel gauge.  He said it works intermittemtly but today I shorted the sending unit signal wire to ground and the gauge only swept to a little over 1/4 tank; it goes to empty when the wires are disconnected.  That tells me that the problem is not with the sending unit, but rather the gauge.  My questions are:

Does this fuel gauge receive the signal at the gauge itself or is the signal handed out by a controller box that runs the entire 4 in 1 gauge unit?

If there is a controller, which is more likely to be bad, the controller or the gauge?

Can the gauge be tested by itself bypassing the controller (again, if there is one)?

 

Also, the tach doesn't work but is integrated into the PerfectPass controller so that whole unit would need to be replaced.  The speedo in the middle of the 4/1 gauge and PP tach is wildly inaccurate.  Is there a kit available to just replace all of 3 of these at once?

Where did you ground the fuel sender?  The tank is grounded to the engine on earlier models, but I don't know about that one.  If you have a bad ground, shorting to the sender body won't really tell you much (except that you may have a bad ground).
