2018 23 LSV Won't Start

Pulled into the dock to pick up some extra riders, turned the boat off and it won't start now.  Can hear a small click in the starter solenoid area when we push the start button but no other sound. At first I thought it might be the boat didn't think it was in neutral but not sure now because I can here the click in the engine area.  Batteries are full, boats in neutral, not sure what to look at next.

No the safety lanyard has never been connected, it's still in the malibu bag. But we did tripple check the little toggle switch it connects to.

Do you regularly get a lot of water in your bilge?  Enough to touch the starter?  If so, that's a potential cause, and your steering cable is next.
