Wake surf with old model Malibu (no ballast)

Hey everyone. I have a 1999 Malibu Response. 
 

i want to be able to wake surf behind it but i don’t have a ballast system, and i don’t have a compartment in the back of the boat to fit a bag. 
 

What would you recommend? Should i get a ballast system and just have the bag in the back of the boat at our feet inside the boat? 
 

Or would i be able to just use one of the wake shaper wedges that attach to the side of the boat and have friends sit in the back?

You will need both a wake shaper and significant weight added to the boat.

For a response, the requirements are going to be amplified and the results limited as the hull just doesn't have the depth to ride too deep in the water.

I would start with a shaper, and looking to have a bag under the back seat (or a ballast back seat for 1000lbs.) You may get the idea here, but unless you're lightweight on a long board, probably not able to go ropeless. The next step would probably be to add a 500lb bag on each side of the engine box.

It's most def possible to wakesurf behind a Response.  Lots of tanks - no wake shaper since they don't fit (well) on the stepped side of the hull.  BTDT and got pics.  The real issue we always have is water getting into the tank  - likely via the vent on the starboard side.
