raw water pump questiion

With the belt off of it - yes. (This is assuming a belt driven pump, not a crank driven pump)

Take the extra 15mins and remove the raw water pump, check and inspect the condition of the impeller.  Time well spent.

The circulating pump should always spin relatively freely on its shaft.

The raw water pump is a displacement pump that has to distort the rubber impeller, so it takes quite a bit of force to do that.

Do you have a cooling issue, or are you mostly just investigating your pumps?  I mean, I get it either way....

I didn’t have a cooling issue. In the end it was worn belts and the circulating pump was pretty old. I think I have fixed everything I appreciate everyone help. Just actually not being scared to work on things and just trying to do stuff on my own really paid off. I
