Rocker Switch Bulb?

One of my ballast rockers works but the light is burnt out and makes me think it not filling.  Do I replace the whole switch or the bulb?  I searched here and Youtube no luck.  Thanks

Thanks for the tip, I had thought it might be like this.  I did not want to go prying on things before I had a better understanding.

If the ballast is indeed working then check the black wire is attached to the switch before you replace it.  The black wire is a ground only for the light inside.  I'm pretty sure it goes onto the upper right blade, as viewed from behind.
