2003 23lsv front tracking fin

Hit a rock today pulled out 1 of 2 bolts on front fin of 2 fins. Looks like just pulled threw hole no real damage. Please help on getting to top side bolt and removing gas tank. I also think I can repair small hole and reseal fin. Just need help and guidance to get repair done??? These fins are 2 threw hole bolts to top side...
