What's this noise?

Towards the end of our boat outing last weekend, I heard a faint, repeating whining noise. My wife told me it was coming from the engine compartment. So, I opened it up back there and recorded this sound: https://sndup.net/9rr7/engine+sound.m4a

For the first part I had my phone by the V-drive, then I moved it back towards the main part of the engine. Couldn't really tell where it was coming from. Checked all fluid levels - engine oil, V-drive oil and transmission fluid - all full and clean. 

Any ideas?

It sounds like something like a piece of fiber rubbing against a pulley or a belt. 

If you have a serpentine belt it could be the idler bearing.

Could also be the alternator.  A bad diode will whir, and a bad bearing could buzz like that. 

Does the sound change with RPM?

I had the same situation a few trips out.  So not sure what kind of bilge pump you have, but mine has two parts (basically the pump motor on top and the strainer cage on bottom).  This thing clips together, and somehow came apart.  Since the bilge is automatic, it starts running when it detaches (not sure why) but the little impeller was spinning and barely making contact with the cage causing a similar whining noise to yours.  Took me another trip out to find it.  Just food for thought.

I like this explanation.  The pump can run when you tilt it because the float switch is no longer in a vertical orientation.
