2004 23’ xti rear ballast leaking. Help!

Hi, i have a 2004 23’ xti with the hard tank rear ballast under the back seat.  My drivers side tank starts overflowing/leaking really bad when filling.  Also, my passenger side rear tank keeps popping the fuse and doesn't sound like its working. 
 

my question is, does anyone have any experience servicing/accessing these pumps?   Do I need to remove the whole back seat?  If so, any tips?

I have a 2002 so not sure if it’s the same setup but I’ll try to help.   The fuel tank is actually under the back seat.  
 

You can remove the paneling that lines the transom locker and gain access to the ballast tanks.  The drain pumps are there directly attached to the tanks as well as your attachments for the fill and vent line.    The fill pumps are just forward of the engine down in the hull with long lines running to the tanks.  Removal is not easy but not impossible.    
 

Hopefully getting access to the tanks will allow you to see where the leaks are.  
 

As for the popping fuse.  Time to start following wires.  A popping fuse sounds like a short somewhere.
