03 no power to speedo or tach

Not sure where to start, bought this boat a month ago and it has never had an operable tach or speedometer. Removed dash and the wiring harnesses are attached, looked under the boat and it has one paddle wheel but seems very small and spins freely almost too freely.The speedo has a digital display, but it doesn't light up at all. 

What is a quick check to see if the paddle wheel is hooked up? I don't see a way to check it.

The Airmar paddlewheel should spin freely as it uses a Hall sensor IIRC. What other gauges does your boat have and do they work?

Oil pressure, fuel, temp and voltage. The digital display in the speedo works, it toggles between depth, air and water temp and hours. Water temp and hours doesn’t work, always reads 40 degree temp and hours reset every time you turn boat on/off. 

The multi gauge works no issues
