Taking on water

I have a 1996 Malibu Sunsetter that’s taking on water. It’s coming through a plastic cover over the shaft pocket. I removed the cover thinking a gasket had gone bad, but there wasn’t a gasket, it looked like they had used form-a-gasket. Does anyone know if there’s supposed to be a rubber gasket or do I just redo the form-a-gasket?

There was no gasket used. The factory used some type of silicone sealant on the HDS lid. When I took deliver of my brand new '01, the HDS lid leaked like a sieve. So much for Malibu water testing every boat at the factory!

They water tested it alright - LOTS of water in the boat.  :)
