2005 VLX Heater Core Question.

So, I had a local dry dock guy do my winterization and today we went for our first ride.  My son was under the helm while we were just putting along and he said "dad there is water pouring in."  I got under there to examine for myself and noticed the water was pouring out of my heater core, the water was warm water, not the 63 degree lake water. I hustled it back to the lift and could tell it had plenty of water in the hull.  Also the bilge was running but not spewing water.  My buddy said he thought that the guy that did the winterization must have not realized it had a heater and maybe something cracked.  What do you all think?  If that is true, am I responsible or is he?  Also how much is a new heater core?  Thanks for any help.
