Does the prop spin 

Maybe just one rotation every 5 seconds

Not sure. Was wondering since I got a wake rope coiled around the shaft 5+ times a  when in neutral...

I think all of my boats have had the prop move very slowly when in neutral.

It can yes. That’s why all boat manufactures tell you that the boat should be off when anyone is getting in and out of the water.

My 2006 does. To confirm just access your transmission/prop shaft from inside boat while idling and you’ll see the shaft spinning slowly.
