2014 T22 Access to center hard tank

A friend has, what we suspect is the front hard tank vent line or overflow line, slipped off the tank.  When filling the tank, it's fine until it's full and then it starts dumpling into the bildge.  What we cannot figure out is how to access it?  Suggestions?  Thanks all!

Apologies, I meant to say front hard tank.

You should be able to access the center tank fill, vent and drain fittings from the round center deck plate between the helm and observer seats.  It's the same place you access the belly T-Handle drain plug.
