I have a 2004 VLX and took the tanks out have the PNP sacks back there but i get water back there that doesnt seem to drain and i wonder whats under the compartments, any space at all? or is it pretty much the bottom of the hull and drilling will make hole LOL???

If it's like mine it is a horizontal fiberglass composite floor and underneath it is foam and then the hull.  My suggestion is to go through your ballast and re-tighten all the connections and eliminate the source of the water.
