My 2016 T22 has a 42 gallon tank.  You'll have 48 gallons in a 2019 A22.  So on a typical day on the water that means you can burn about a gallon per hour more than me and be safe.  in that context the 2773 should be fine.  However for surfing you are gonna be spinning very high rpms, and your 4000 rpm cruising speed is going to be like 22 mph.  I suppose that could be fine on a small lake.  We are on a really big lake often, so cruising at 22 sucks.  We can cruise at 26 and be under 4000 rpms with the 2279.  

Can I load up all of the PNP, drop the wedge and get to WB speed with a boat full of people?  I honestly can't tell you.  We don't wakeboard that heavy ever.  It'll certainly do front full center full wedge down and 6 grown adults no problem.

I would say 70% surf, 30% board.

for surfing the biggest factor is going to be whether the boat is properly weighted.  If you have too much in the rear relative to the front, a lower pitched prop will spin higher rpms, but won't really get you going any faster (just pointing the bow more skyward).  In your case, I'd start with the 2249 and learn to weight the boat for greatest efficiency.  If you end up hitting a wall with RPMs (i.e. stuck and not getting into the power band) then reprop.

Now if during the 30% wakeboarding you most definitely want to get the boat on plane pushing the greatest amount of weight possible, regardless of all other concerns (surfing performance, cruising speed, fuel burn, etc), then by all means, run that 2773.  If that's not gonna get you out of the hole (again properly weighted with plenty of weight up front) then nothing will.
