MTC Flashing Firmware

Have a quick question about replacing an MTC and firmware. If I have an MTC off a 2012 that does not have surfgate, if flashed with firmware for say a 2013 or 2014 will the surfgate buttons show up on the display? I am trying to figure out if the surfgate functionality is hard coded in the MTC unit itself or just part of the firmware.
