Wakesetter Wedge stuck down

Bought a used 2012 wakesetter this year has worked great but now the wedge is stuck in down position. I hear noise when I push control for wedge to go down but no electronic noise when I push it to go up? Thoughts?

The boat needs to be moving for the paddle wheel to spin, if on a trailer have someone spin the paddle wheel while you run the switch.

Did that work? I didn’t know boat had to be in motion to retract power wedge

I'm assuming it is a safety feature and that the thought is that no body parts would be in that area when the boat is moving and so wouldn't be crushed by the wedge moving up.
