1989 skier vibration

Picked up a 1989 skier euro f3

Ran it in gear in my driveway and noticed a vibration, is that normal since there is no load ? 

 

Have yet to drop it in the water yet.

@RyanK1w:  If you are running the boat in your driveway and do not have the prop shaft submerged in water to lubricate the shaft bushings, do not put it in gear.  You will ruin the bushings as they need water for lubrication.  If they are running dry, that is probably your vibration.
