"Cold Start" problem on 97 Sunsetter

I am having "Cold Start" issues w my 97 Sunsetter. My understanding is the 97 is the TBI version of EFI. Here is what I know:

*fuel pump sounds like it is spooling up; I turn key to "ON" position and let fuel pump spool up

*plenty of cranking power; motor turns but doesn't fire; take out of gear and advance throttle; "eventually" have been able to start

*once started and engine warms up, NO Issues after that, runs and operates great. I can start engine anytime that same day, 5 or 6 hours later starts immediately like EFI does

*this problem began intermittently (seemed to follow wet, cold weather); now is summer in Texas, and if the boat sits for a week or two, then I have this issue

I am definitely not a mechanic, it there are some parts I can "plug & play" replace before hauling to dealer (100 miles away), I would like to try. I do have a friend that has tools and electronics tester; can enlist him at some point. Thanks for any advice!

RE: the kill switch - it will eventually start; and will re-start if the engine is warm at all. This seems like a EFI issue, where the correct fuel mix is not being applied for cold start, but is OK for any situation other than cold engine start.

Belated follow up on my part. My apologies! I did get this resolved last summer. My auto mechanic and personal friend did a house call, and changed out the electronic ignition components. He believes the main culprit was the "temp sensor" which may have given a false reading that the engine was warm when is wasn't. This caused the wrong fuel mix for cold start. My biggest fear was that I needed a new ECM which would be expensive, and mean taking it to the dealer (several hours away).
