Surf Gate won't extend

I am having a problem with my surf gate not always extending.   Some times it works great other times it doesn't extend.   

I have tried recalibrating, but don't know if that should be done in the lift or in the water?

Anywhere , I have had to do surfgate service after each calibration , if that works the recalibration worked. If it doesn’t , recalibrate again and do Service agsin right after, when that works , surfgate is going to work

surfgate service extends all the way out

how do you know it doesn’t extend all the way if you haven’t done it on ground, on lift , or in water not moving doing surfgate service while watching it?

I have done the recalibration in the lift and on the water when not moving so I could see that they extended on both sides.    The reason I think that they don't always extend when surfing is that sometimes I have a beautiful surf wave and other times I don't (wake looks same on both sides and all whitewater) even though the settings are all the same.  Could it be something else?
