Yep, that is what feeds your helm from the starter cable.  Looks pretty corroded...at a minimum clean up the contacts on the left and replace with a new fuse (assuming that it is bad.)

So I took the boat in to a marine.  They got the boat running by taking the 90 amp fuse right out (and not replacing it!?!?!) Should I be worried about this?  He said the breaker would take care of it and that the fuse wasn't needed!?!?   Also perfect pass has now stopped working, which somehow was my fault (even though it was working prior to my power failure).  Little worried about my boat.  Any suggestions/thoughts?

A 90 amp fuse is offering some pretty big time current protection. Designers probably didn't put it there just for looks. I would find a replacement sooner than later.
