Gel Coat

Need a little advice removed decals from our 2002 VLX and have "shadowing" from the old decals.. despite wet sanding for hours starting with 1200 then going all the way down to 320 I still cannot completely remove the shadows from the old decals. My question is the areas around the decals are not and never have been white oxidization its more of a "browning of the orange gel coat? Any help thoughts advice on how to remove would be appreciated...

Following.  Habe an 03 and despite any egglrt they come back quickly.  I have determined they will have to be covered
