07 VLX fuse panel - front ballast not working?

Hey guys the front pumps are not coming on, both fill and empty. However the front MLS button illuminates as it should on the dash.  Ive located the breaker panel under the throttle and all is good, nothing is tripped. I was told there is a fuse panel under the dash but im not finding it unless im blind.  Any input would greatly appreciated!

It is inside a bigger black box under the dash. Pop the cover off and all fuses are labeled right there. Your pumps may be bad as well. Take the cartridges out of them, give them a spin and a spray of WD-40 and it may get you through the day.
