Boat will not start, starter fuse keeps blowing

I have a 2010 VLX with the monsoon 350. I went to start it today and it would not even attempt to crank. I did a little research and saw one post which said they corrected this problem by replacing the main starter relay. I replaced all of the relays, and also the starter fuse. When I tried to start the boat the starter fuse 20 amp immediately blew. Any suggestions on where to start to trouble shoot. Thanks in advance for any and all advice.  Brian

You could disconnect the smaller wire on the starter (and insulate with some tape), this is powered by the relay/fuse that is blowing.  Then try to start it.  If the fuse still blows, it's in the wiring, if not it's the starter.
