Stuck power wedge (Please help!)

So apparently my power wedge is stuck in the down position.  

How this started was on the first surf session I went to put it down and it was being a pain but it finally went down and went all the way down and never came back up.   What was weird is that I kept popping a breaker called the "bow ---" couldn't really see it clearly at the time. 

Another thing is that the boat seems to be running way more sluggish than normal after running completely fine last time we went out.  Only difference was a full tank of gas. 

Question, would this have anything to do with the starting battery losing strength?  I know it is probably 3 or 4 years old and just some dual purpose walmart special.  I'm sure I could hook it up to the charger to test it out but don't have the boat at the house today and my HOA sucks.  I do run two batteries pretty much all the time though, the other one is some AGM dry cell. 

Thoughts?

Updating my own post.  

The fuse was blown on my wedge which made it act like it was pulling itself up but it is still stuck in the down position...

Looks like one of the boots came off or something, maybe it has some water in it?

Should I take it apart and see if the actuator is busted?  If so what is the best way to do that?
