Dripless Shaft seal - clear tube from Trans cooler - air or water?

Doing a mid year inspection of my boat, and noticed that the clear plastic hose that runs from the transmission cooler to the dripless shaft seal is not filled with water, only air. I've not looked at it before, but I was of the thought that the hose should be providing water from the transmission cooler to the shaft seal.  I took the hose off by the trans cooler, and blew into it, and all there is is air, with no restriction to the air flow.

So, is this how it is supposed to be? Only filled with air? Or do I have something going on, where there is supposed to be water in the hose?

I’m positive the water just drains out when boat isn’t running, it’s not something you have to winterize per my dealer
