Wedge foil question

I have 2015 response TXI.   I put the wedge foil onto the bracket.  I see extra holes on the bracket.  When I go to use it and drop it down —  — Is the foil supposed to click into place on the bracket holes or is it supposed to float and raise and lower from the speed of the boat?

It does not lock into the down position, it is a free-floating wedge

Im pretty sure its suppose to float. The lower holes on our Axis we have here have short nuts and bolts in them so the wedge cant go all the way down.

Another related question.   Just got a wedge for a new to me 2010 lxi. Are the bolts in the OPs pictures correct?  Just trying to get confirmation that they bolt from the outside in.  Are there supposed to be washers on either the outside or inside?  Clarification, the bolts from the bracket to the wedge.  Bracket is already installed.

OP bolted the wedge on correctly. Bolts go in from the outside. Mine came without washers, I added two pairs though.

As @COOP mentioned correctly, the lower holes should have short bolts in them to stop the wedge from falling all the way down into the bracket.
