I have a 93 Malibu echelon/ sunsetter f3 and it resently started dropping mph on its own. I would be going 25 and it would drop to 20 on its own. What could cause this. Also I have 2 speed gauges and sometimes they work. How do I clean the lines?

I have the same boat.  When you say dropping speed on its own, can you clarify?  Are you holding throttle and it's cutting power?  Is it Speedos dropping but your actual speed still holding?
