Tantrum leaking at rub rail

Buddy's tantrum leaks a lot when at surf speed. Based on the caulk at the rub rail, I'm guessing it is the seam where top and bottom meet.

Once confirmed, I would take out the gas tank and fiberglass the seam so it doesn't leak.

 Does this seem over kill?  I'm thinking taking off the rub rail won't produce as good as results.

We had a '96 Tantrum up until this spring lol there is nothing better than watching people freak out when they see the stern of the boat lower than the water while surfing.

I had a Glastron that would leak under the rub rail at the bow when in bigger waves.  Ten minutes with some clear caulk fixed it without even pulling the rub rail. 

In your buddy's case, I think that some 4200 or 5200 sealer will fix the problem permanently without having to do any glass work.  Removing the rub rail first might be better since he's forcing a lot more water up in the groove than I was.
