VTX Front Bilge Pump Issues

I have a 2015 VTX and my front bilge pump under the round opening in front of the ski pylon isn't pumping water.  When there is water in there, the pump runs, but isn't pumping out the water.  When I clear the water (either by opening the plug or starting moving which shifts the water to the back) the pump shuts off.  The issue is that the pump continues to run when the boat is sitting and the battery is turned off, etc and I'm worried that the battery will die after a week or so of running.  I've figured out how to unplug the pump to keep it from running, but I can't figure out how to get the pump out to remove it as there are a ton of pipes for other pumps, etc.  Any idea how to get it out to replace it??  I can see it's a Whaler 650.

Did you check the drain line or the pump itself to make sure it’s not clogged?

I honestly can hardly get to the pump.  I could pretty easily check the line and run some water through it.
