WS-420SQ Mounting Question - Axis

So my WS 420 SQ Equalizer took a dump on me this fall and so I pulled it out to send it back to WS for inspection. Big shout out to WS for inspecting and standing behind their product! They sent me a new one which is awesome, but for the life of me I cant figure out how it was mounted. I have take several photos of where it mounted to and the brackets I had. This is in a 2014 Axis A22. Any input would be greatly appreciated!

Thats what I was scratching my head was if I was missing one screw/nut combo... I put them in the cup holder which I noticed has a drainage hole which may have eaten it (FML).

I agree that something mounts up to those bolts but couldnt remember how/get the brackets to line up properly...

The brackets look like they have a 90 degree twist in them.  Hard to tell whether they twist in or out by measurements, but I'm sure it will become clear if you hold them up to the back of the dash.
