If i read correct, even after you dump ballast, you still have issues with it even though you still have 10 gallons in it. So the vent would not be submeged. You had his boat for a bit? It did not do this, but now it does? If so, i could see fuel pump not keeping good prime due to age. Might be a good candidate for the two fuel pump add on.

I was under the impression the only fuel filter these boats have is the little screen underneath the pump? at least my 01 VLX is that way. Might be worth replacing your ball check valve, if the pump is losing prime frequently it will really hinder the pumps performance.
Easy things first right? lol
