How much ballast can fit

For those of you with low freeboard boats like my '90 Euro f3, what's the most ballast you've put in it?

Most we've had was about 120 gallons(about 960 lbs.) and 600 lbs. in people. That was for surfing. Water was just about coming over the back corner as we surfed.

I put a 700lbs sac in the rear and a 400lbs sac in the bow with about 8 people in the Echelon for surfing. Water comes over the back end if you don't turn towards the wake when you are picking some one up. If we are missing a few people we put another 600 lbs sac on the side we are surfing on as well.
