Hammerhead 383 - "T" for cooling system 90* Replacement

So two years ago I broke one side of the engine's cooling "T" .... replaced with two 90* elbows -- "T" Here: http://www.bakesonline.com/detail.aspx?ID=1454

This year I broke the other side.... about  to replace again and just curious what the second 90* pieces does????  The main one that uses the same threads as the "T" its obvious, by the second one that will fill in where there is currently a plug, what does it do?   It seems like its only used for winter draining purposes... if so, can I just keep the plug in and pull it come winter time?

Got a hold of a dealer who knew exactly what I was talking about (our local dealer is useless) .... confirmed what I was thinking ... the smaller currently plugged port(s) are just for ease of draining in the fall, they can be kept plugged.
