Wedge plate nuts

I was checking for loose bolts on the wedge plate today and was able to tighten the top two nuts. I was using an 8 inch adjustable. What's on the backside of the outside plate? Another solid metal plate?

Is it possible to overtighten these?

There's a plate on the inside similar (but with out the angled sides) as the outside one. Checking to see if the nuts could use some tightening isn't a bad idea but, you may have just been turning the entire bolt. There's really nothing in place to hold the bolt taught.
