The holes are at the wrong orientation for the boat buckles.  Those require a different type of bracket.

The hole doesn't seem large enough for a traditional strap -- and the angle between that point and the transom eyes is also wrong -- it looks like would put pressure on the side of the swim platform.  

 

 

edit: nevermind.  It appears they strap to something below the swim deck.

Tie down points to clear the actuators in the surf gate.

the traditional tie down points outboard would clash with the actuators
