I always operated under the official sunrise to sunset (WI law), unless posted different at the launch.  The SE WI lakes have fairly up to date websites regarding this information, but always go with what is posted at the launch.

No wake laws generally need to be looked up in City ordinances.  For example, Chenequa's are available via the village website here.  I look them up every time we vacation at a different lake up north.  In many of those cases, the lakes are managed by the tribes and you need to go to their website.

My understanding with the law, is if a municipality wants to require a spotter they need to meet the criteria and then go through their process to essentially enact a law or ordinance.  I'd guess that would require some meetings and discussion etc., but am not sure.  I'd keep my eyes on Lake Geneva if you wanted an example.  Because I'm sure they will do so as quickly as they could.
