Quick question, I have a Ryan trailer, 2001-2002. I am having issues with the brakes but before i take things apart i was curious of the following. Are the brakes on the trailer only engaged with the tongue surge or actuator or do they actually work in conjunction with the other brakes when compressed through the trailers electrical plug. 

Really appreciate it.

Usually boat brakes are surge - activated when the weight of the trailer compresses the actuator on the tongue of the trailer.

If they are electric, you will need a brake controller on the truck.  If you have that, you should be able to hook up, use the slide on the brake controller, and see if you can lock up the brakes while pulling forward.  You should also be able to hear some noise at the boat trailer wheels when you activate the brakes on the truck.

My guess is you have surge brakes.
