Are 4 tower speakers loader then 2.

That isn't a very answerable question.

Assuming our are comparing two vs 4 of the same tower speaker and powering them all equally, then yes, 4 will be louder than two.  Worth it...depends on your needs and the speakers/power chosen.

Example:  Properly tuned/fully powered pair of REV-10's are likely more than enough for most folks and an extra pair would not be worth the money for many.  A crappy pair of Krypt cans loaded with cheap speakers - yes, adding two more would not only be worth the money but almost required.  

I run Exile's 6.5" Surf speakers (purchased before the larger ones were available) and I'm glad I went with 4 instead of two, as the extra two were worth the cost.  If I have REV10's, 2 would have been fine.

/85*To answer the thread title, yes, 2 pair of speaker louder than 1 pair of speakers, all else being equal. Worth it depends on some other factors. Ir may be a worthwhile investment with a better return, to go with a larger pair of speakers, than adding a 2nd of what you already have, for example. This may require an amp change, but so could adding a 2nd pair to your existing setup. Just note, adding a 2nd pair of what you have, typically does not impact sound quality in the way it increases volume. If you have a pair of 6.5" HLCD and find them a bit harsh, then adding a 2nd pair will certainly be louder, but at the same time, more of the same sound quality, harsh.

Starting off with speakers of the same size. Doubling the speakers without increasing the power is hardly worth it. Doubling the identical speakers and doubling the power is a 6dB increases in loudness, which is significant enough. Specific to fullrange sound, +6dB is perceived as much louder but not quite twice as loud. 

Keep in mind that if you have a smallish and tinny sounding speaker to begin with, doubling up will get you more of the same and will do nothing to warm up the balance of sound.

The way you can increase volume with more speakers is quite possible. On boats, ha, kinda difficult. But, if you can get the wave-fronts of the drivers to align, in phase at a point in space the perceived sound level will be increased.

This is the theory in the speaker systems you see at rock concerts. Line-arrays. A focal point of the waves exists out in the audience, in phase.

Yes to phase alignment, but not likely with a horizontal array or staggered on a leaning tower.

The technical aspects of arena sound systems can be mind numbing. At the Mav's stadium in Dallas they have speaker arrays staged directly behind speaker arrays to control the distribution pattern, not to mention some intense DSP.

I'll try not to de-rail too much more. Yes, the DSP is amazing. Operators have control down to each driver. Put on the net, technicians can monitor the huge systems, see a fault, flag a speaker for repair etc.
