A co-workers Basscat trailer has both. It is kind of interesting that you can spin his spare tire. 

I always give him hell that his boat trailer has a ghetto spinner.

Boatmate is supplying a new tongue and brake line painted to match. So the owner just needs to install the surge brake cyclinder, brake line repair, wiring repair, and bleed the brakes.
