You are correct that the 7610 is not a distribute on demand device. Under what conditions does the 7610 fail to open or close? Under what conditions does the 7610 allow the cranking battery to draw from the house battery? Under what conditions does the 7610 allow the house bank to draw from the cranking bank? 

If the voltage is higher than battery static, the ACR senses charge input and closes. At this point, charge input is greater than draw, so a house load is drawing off the house battery, while supplemented by the alternator output. If voltage drops below typical static battery voltage level, the ACR is sensing no charge input but load on the house bank, and opens, preventing house loads from drawing down the cranking. 

Typical static battery level of a wet cell lead acid battery new/little use = 12.8V

7610 low voltage open (30 sec) = 12.75. This means that when the ACR senses a .05V drop below what a battery's normal at rest voltage level is, it opens. 

7610 high voltage combine (90 sec) = 13.0. This means that the ACR closes when it senses an input of .2V above a normal battery's at rest voltage level of 12.8V.

The 12.75V 30 sec open and the 12.35V 10 sec open design. As long as the B side load does not outpace the A side charging input, current flows A to B. If B load is greater than the A side charging level, the device opens, so no B side draw from the A side.
