Exhaust Water Flow - Left vs Right

While winterizing (2006 Response LXI) I noticed that the flow of water was significantly less on the left exhaust compared to the right.  The right side looked normal to me, with the left being ~15% of the right.  This was at idle RPM.  Now if I bumped the RPM up a bit the flow of water evened out on the left.  

Should I be concerned?

Should I be checking something for a clog?
