06 ballast pump issue

A friend of mine has an 06 VLX and one of the rear fill pumps stopped working.  There is voltage at the switch, but none at the pump.  The wire that comes off the switch looks to be blue or gray with a white stripe, but the only wires we can see at the pump are the brown and black that go directly to the pump.  Does anyone know if there is another device in between the dash switch and the pump and how is the pump wiring routed from the dash switch to the rear fill pumps?  Thanks.

Blown fuse comes to mind 1st. Under the helm is where the fuse box should be. Colors sound correct for OEM install. Check the fuse then pull the cartridge for the pump. It will be one of the other, my money is on the fuse or the fuse due to debris stopping the cartridge from spinning.
