Removal of steering cable

I have a 2000 Malibu Response.  Steering it tough, so replacing steering cable.  I have read everything I can find on this, but looking for help on how to remove the cable from the rudder.

The rudder is under the gas tank, and I can't figure out how to reach the nut.

Any help would be appreciated.

Well, if it is like a 2004 Response you just pull the floor plate behind the engine and lay on your belly to reach it.  Got a picture of what you are dealing with?
