Trailer Brake Issue

I have an issue with the drum brakes on my '98 DHL tandem trailer.

My left front brake locks up (always this one, never the brakes on the right side).  The issue occurs after the trailer has been in the water, and it sits in the parking lot all day.  The brakes work fine on the way to the lake.

Usually, I can get the brake unlocked by backing up a bit, then rolling forward, although I have had to back off the star wheel to get home on occasion.

Fluid is new and bled, the actuator (Attwood) has been replaced, brakes are correctly adjusted (I think), and all brakes and soft lines were replaced within the last (3) years. 

Any ideas?  Thanks.

Remove the shoes and sand the corrosion off all of the pivot points would be my guess.

If cleaning the pivots doesn't work then it may be a sticking piston.  The slave pistons have rubber boots and they can crack or leak and then get rusty and stick.  You may need to get a new piston. They're not very expensive and not worth rebuilding.
