Tach not working

I have a 99 Sunsetter.  This year  when I dewinterized the tach will not work.  I tried a new tach and that didn't work.  I have 6v+ on the red, good ground, about the same voltage on the yellow wire and nothing on the blue.  Any ideas on what the problem might be or how to troubleshoot?

I am not sure if it is related, but my lorance 3003 for the last year has been intermittent and now is completely dead.

Remove.  Swap over to a perfect pass GPS.  Enjoy.

At least that's what I did when my tach died, though it was the gauge that crapped out.  Fixed the issue with an improved solution. :)
