Rudder "arm" hits raw water intake hose.

So I'm in my first season with our 2004 23 LSV and I ever since we got it the wheel gets harder when turning to one of the extremes.  (I forget now if it's right or left)  Yesterday I noticed that it's because the rudder arm is hitting my intake hose.  I assumed the hose was routed incorrectly and went down to fix it but that hose takes a pretty straight shot and I don't see anyway to make it not hit the rudder arm.  I also can't believe it was designed like this.  Eventually the rudder would damage the hose or maybe pry it loose from the pump causing all sorts of problems.  

How is this suppose to work?

I'm not sure if yours is similar to my 01 but there is a zip tie that holds it in place to the left of your bottom picture. Check to see if you still have one there. 

check out this assembly and see if it matches yours...
