What to replace???

My ski locker ballast bag fills no problem but when I try to drain it the pump always turns on but struggles to prime itself. It will pump but there's not a very strong flow and then it seems to loose primp and I have to rock the switch a few times to get it to go again. I know there are leaks in my intake line and there could possibly be minor leaks in my drain line. I opened up the pump cartridge and cleaned out a bit of gunk. Does this sound like I need to replace the pump or put in new hoses? how much of a PITA is it to snake the hoses up to the exit port and attach it?

Sounds typical IME with aerator style pumps, especially when the drain pump is at or above the water line. The leaks aren't helping as the pump is loosing prime, I would start with the hoses first. If you know or find that the hoses are bad, I would replace them going the path of least resistance in accordance with how bad your OCD is! For me it would be an all or nothing job. :)

The drain "through hulls" are in plain sight, secured with 5/16 hose clamps in the lockers or under the drivers helm on mine. Your hull may be different. The hard part will running or replacing the lines to the center floor tank. If you pull a hose, ideally as you pull the old hose out you are pulling the new one using the old hose. At a minimum I would attach a string to the opposite end of the hose before you pull it out to be able to pull the new hose through after you cut the new hose to length. The hoses for the front and rear tanks on mine are also in plain site. IINM, your '03 has the above the deck hard tanks located in the rear lockers??? If so that will be straight forward job.
