1998 Malibu response wants to go right when I let go of wheel Is this normal? If not how do I correct? Thanks

And has a purpose. Keeps the rudder/steering under load so when a skier/boarder cuts and pulls the boat sideways the boat doesn't wander and the driver doesn't have to correct as much.

 

You can file the rudder on one side (google rudder tuning) to alleviate it, but if you do any type of towed sports I'd leave some of it there.
