2013 247 left side ballasts drain constantly....

This is the 3rd year I have used the same bags in my 2013 247.  This year however the left side PNP 900 Sumo sac fills, but will drain constantly.  

Right side works normally.

No water comes out of the exterior drain vents unless it over fills or is purposely drained.

Still drains if I close the valve on the fill line.

I unhooked the pump line when it was mostly full and did not notice suction on the line or a significant water decrease in the bag over 3 minutes.  It still could have been doing it possibly.

It seems to drain quicker if we are wake surfing. 

Please help.  I trouble shot it with the guys at Wakemakers, they feel adding a valve will help.  It seems that closing the valve after filling should keep it from draining out of the pump hose???

I also took the bag out and checked all connections and reversed its connections to make sure I didn't some how mess up on install.  NO CHANGE.

Thank you.  any suggestions on the cleanest way to cut that thick hose?
